None of this decides a case. It is the sort of thing worth being able to check before a first phone call.
The one line here that changes what a lawyer is allowed to do is the registration at the patent office, which is a separate license from a state bar admission and requires a technical degree and a separate examination. Everything else is background.

Admissions
A patent case can involve two different licenses. One lets a lawyer practice in a state and its federal courts. The other lets a lawyer practice before the patent office itself, which is where patents are obtained and where inter partes reviews are decided.

Admission in a particular district is not a requirement for every case, since lawyers are frequently admitted for a single matter, but it does say something about where the work has actually been done.
